Add framework for R installation to setup script #7

We need a way to automatically install and deploy R packages from this repository as well as external repository, e.g. CircTest.

With the support for external bash scripts during installation in e9f1122 this is can easily be resolved.

After testing the installation the new version of RSQLite was installed, which raise an error inside DECIPHER package. Up to now the solution is to use RSQLIte <= 1.1-15. I will create a bug report at Bioconductor then.
