Travis build fails due to statsmodels version bump #80

Travis build fails due to statsmodels now requiring python >=3.5.

Options:

fix statsmodels version to the one compatible with Python 3.4 [probably better for now to keep circtools working on older machines like Debian jessie shipped with Python 3.4]
Remove Python 3.4 compatibility
