phase configuration shows grey when no constrains set #45

The phase configure panel, shows “grey” on phase configuration boxes. (No constraints were applied yet).

In the py2 old version PDFgui, only when constrains were applied onto the parameter, the box would be grey. However, in the py3, it always shows grey.
