Migrate to new Subscription for Staging #783

Introduction

New management group is being set up and Staging will get a new Azure Subscription. We need to discuss whether we should migrate the Staging environment or not.

- [ ] Add another Subscription ID in GH Actions
- [ ] Tear down the Staging resource group in Test Subscription
- [ ] Apply the gh actions to create the new Staging environment
- [ ] Add new fqdn for the Container App in APIM
### Threat modelling
