New feature (non-breaking change which adds functionality)

Description

Instead of relying on the default configurations, allow users to define their configuration files to specify the licenses that they consider risky.

Checklist

Configs:

[ ] List of risky licenses (should fail)
[ ] List of risky licenses (warning only)
[ ] List of whitelisted licenses (should override)
[ ] List of blacklisted packages
[ ] List of whitelisted packages
