Add ignore package feature #21

New feature (non-breaking change which adds functionality)

Description

Several of our NPM projects use a private registry for some of the packages. It would be nice to be able to ignore packages based a pattern.

A corresponding update to the GitHub Action to be able to utilize this pattern would be helpful too.
