Port MIPI to new server

set up media wiki and import mipi. There are some scripts on solomon.

asked Alex Mawyer to to sign up and ask for invite to Digiah, as per #67.

move development and implementation to https://github.com/digiah/mipi, close this once the site is up.

mipi is up at http://dahi.colo.hawaii.edu/mipi. @damg70 , mipi wants data. I think the IP of solomon has changed. I have to ask them to lock it down so it does not do that. ANyway, cannot get into solomon to export data. Can you do it? once imported, we can close this ticket. will send credentials

tried importing "mediawiki" sql file from shared folder with limited joy. sent email to rich, alex and nick with some options of how to proceed...
