Import Config button is enabled even when not on a project #436

Describe the bug According to the script (https://www.notion.so/digidem/QA-Ft-Test-Project-Creation-f2e659f62d824a6ba27d74636ca139d7), before a user is on a project, they can click on Advanced Settings within the project creation flow but the Import Config button that shows up will be disabled. Instead, it is enabled.

To Reproduce Steps to reproduce the behavior:

  1. User is in Settings and clicked on 'Create or join a project’
  2. User is not on a project and can click on Create a Project
  3. User can click on Advanced project settings and will see the Import config button displayed.
  4. The user can click on the Import Config button and will be taken to a new screen

Expected behavior User can click on Advanced project settings and will see the Import config button displayed. For now the Import config button won’t work (ie is disabled)
