Describe the bug A fleet's default variables should reflect the varibles from balena.yml.

To Reproduce Steps to reproduce the behavior:

Modify variable on balena.yml
Push relase to balena cloud

Expected behavior Should modify on the fleet level

Device Type: the amd64 fleet doesn't reflect at all. aarch64 seems to have reflected earlier.

Possible Solution Research Balena forum and documentation.
