[x] In Experiments add "Background Maps", with subtitle "on" or "off"
[x] Clicking Background Maps opens screens with a description for Background Maps and a checkbox to turn on and off "Background Maps".
[x] Use "createPersistedState" hook to save whether background maps is on or off
[x] When "backgrounds maps" experiment is on turn on background maps in the setting menu. This menu item should open the background maps ( #678 )
