Flaky testExternal test #125

Found in what component (Widget/FAQ/Library):
TextResources.testExternal seems to have an intermittent exception.
Currently being commented out, to reproduce re-enable the test.

Also, now commenting out CssResourceTest.testCSS for the same reason. Using
DISABLED_TEST as keyword above them both.
