Zotonic should flip out if my dispatch is syntactically wrong #117

I would really like if Zotonic showed the stack trace of the dispatch
loading failure when I hit rescan modules.  It would be even better if
it kept using the old dispatch config in this case.  It seems that it
instead goes into a weird limbo state where pages no longer get routed
to my templates and I get semi-silent failures list missing listings
on certain pages.
