resource_lib: remove useless compression (+patch) #166

What steps will reproduce the problem?
1. open /lib/images/admin_search.png
2. look at responce headers in firebug
content-encoding: gzip. 
This is useless CPU cycles.

Patch attached.
Patch adds z_media_identify:is_mime_compressed/1 and fixes 
resource_lib:encodings_provided/2.
