No rule to make target 'upgrade_to_v0.23.0.md #552

Making current development version on Gentoo fails like this:

thanks, I removed upgrade_to_v0.23.0.md lately, but forgot to adapt the Makefile. Fixed in f7e1265e7a70cb5329fb2d9e14537a8a5ce132ca
