navPlace Map should "Zoom to Layer" when a loaded manifest contains navPlace. #274

It can be difficult to see the navPlace featureCollection in the Leaflet Map, when a manifest with a navPlace element is loaded, since the map default extent is Zoom=0.

It would be helpful if the map defaulted to the bounds of the featureCollection when valid navPlace is present. fitBounds()
