Random behaviour in loiter #19

What steps will reproduce the problem?
1.activate loiter
2.activate and mode using GPS
3.

What is the expected output? What do you see instead? On a calm day if I 
activate loiter it will roll off in one direction without stopping. This is on 
a calm day when it will sit still above me in just alt hold mode. 

What version of the product are you using? Megapirate 2.8 R2

Please provide any additional information below. I am using the Crius AIO v1 
and the Green LED GPS is solid so it should have a fix but mission planner is 
showing none. Even with mission planner saying no GPS fix it is allowing RTL 
and Loiter to be selected.
