Add support for FoP settlement #474

This adds a SettlementMode that can be selected by a party for OTC trade settlement, or by an investor for settlement of an issuance. Settlement btw issuer, settlement bank, and BnD bank still happens through DvP.

This doesn't cover the adjustments for Swift messages to be sent out.

@georg-da thanks for making the changes. Changes here look good to me, I only made some minor formatting and clean up in b4eb173654b85896ec7e90a682f97fad831d342a As discussed with @dorrit-du-da and David, we would like to merge the change here without adding swift message for FoP to facilitate testing and release for tomorrow. (As for adding FoP swift message I will raise another PR by tmr but that will not go into Friday Release this week)
