Context: If we want to be able to publish all of Daml Enterprise in one step, individual components need to depend directly on other individual components, rather than on the published package.

Yes; I'm working on porting it. Will keep you posted.

Assuming the 2.8 branch will get merged into main at some point, this is subsumed by #1166.
