need a guide on whats needed to be installed on linux to do oskr development, including which apps to use to open/edit resources

This is a really broad question and will depend on what you're building from- which repository, etc. I'll leave this issue open for now but I think realistically we need to granularize this by a significant margin for it to be an effective guidance tool.
