Extend issue_type: apply `missing value` issue to more fields

Overview

Data management need the existing issue_type of “missing value” extended to apply to more fields.

It should apply to:

• documentation-url field in all geography datasets
• …
• [list to be completed]
• …

It should produce results in the issue table.

Tech Approach

• We are currently applying this for a list of mandatory fields here

Acceptance Criteria/Tests

• any included field which is submitted with missing values should trigger the creation of a new issue record with an issue_type of “missing value”
• the issue should be generated before additional configuration like adding a default value, so that we can accurately detect issues in the source data
• the issue should be retrospectively applied to all currently submitted data.
• the issue should be displayed when users check their data in the Publish/Check service. This may require a secondary ticket.
