Ticket raised regarding codes changes to allow for LLC data from HMLR to be added.

Looks like two changes to be made:

“Adding the provision-rule for HMLR to provide this alternative data source, and match the entities to the conservation areas, TPOs etc in there. it'll need a code change to the pipleline though” (For Data Management to handle)
“It similarly doesn't work well in QGIS which also uses GDAL. I removed the schemaLocation which contains NAT IP addresses to convert it. We'll need similar code to process these in digital-land-python.”

Discuss whether splitting into two tickets.
Prioritise tickets accordingly prior to next sprint.

The Problem:

We want to be able to download LLC data from the use land property website LLC data and process it
Data management team will add provision rule for this, we do need to ensure that those files can be downloaded and processed within digital land python

Implementation steps:

Edit digital land python to be able to download the LLC files
Pre process file to ensure that it can be converted to csv (?) using ogr2ogr
Add testing for new features
