it seems to me this repo contained different versions of the same two issue templates. I cleaned up the files, moving what seemed to be the intended content into the template files actually used by the template mechanism when creating new issues, and deleting the files that were not used.
I also adapted the templates so they automatically add labels (new-format and update-format) to new issues; maybe that makes reviewing issues easier. If not, feel free to revert my changes! ;-)
