Use case: IRIS admin A left the team and He/she has ticked 'I wish to be notified by email whenever my material is downloaded' for every instrument he/she has submitted on behalf of IRIS users.
If any instruments are downloaded, the notification email will be sent out to the previous IRIS admin user email (may be a non-existing email account).
The script needs to update that user's profile setting and the notification field value for each instrument submitted by that admin user.
