Independent i18n configuration package

There are several features provided by this package that are not router specific:

• auto configure language based on HTTP/navigator parameters
• (reactively) set and get the language
• configure allowed languages
• configure a default language
• persist chosen language between requests

All thise could belong to a separate package also used by other i18n packages

i18n-conf version 0.2.0 was released together with iron-router-i18n release 0.5.5, this is the first release of Iron Router i18n which can be configured with i18n-conf.

Both old and new configuration method are (and will be) available for all 0.5.x releases, dropping compatibility with the old configuration method with 0.6. This mean a series of current Iron Router i18n methods are now deprecated and will be removed in 0.6:
