Add `witness` to block #177

Include all of the witnesses (creators of Y events) that participated in the block via witness (?) property. This would solve the case where consensusProofHash isn't necessarily used on a block and the voter information can't easily be derived without it. We also want to remove consensusProofHash entirely.
