Make sure constants and docs show the CBOR-LD codec value as zero until a real one is created. Currently the constants incorrectly uses 0x20.
If a value is needed, register a spec value and sync to our code.

Updated to 0x0 for now, but keeping this issue open in the event that we decide to register this with the CBOR-LD spec.
