Provide option to change where license page is located #4

Currently the license input screen can only be viewed from Settings > Plugin Nice Name License. It would be good to be able to allow this to be disabled, and developers can integrate this into their own settings screens instead.

Added new class with new actions and filters to hook to. Added new argument to disable loading license settings page.
