Water index fixes #33

I believe the loop-D-loops here are mostly caused by water noise coming through in NDWI, not clouds: image

That's because I looked at some of the data, and the nir is clean. The nir coastline is clean too: image

(I don't think we can move back to NIR (from meanwi) because of inland noise)
