Consider breaking out scaling code #21

That is, creating a dep-scaling repo which takes out some of the production-only code to make this repo a bit smaller and focused, and also make reviewing PRs a little easier

Alternatively, consider moving some files into subdirectories, like writers.py would become writers/DsWriter.py etc
