Why have `write_args` argument to `utils.write_to_local_storage`?

Instead of just using kwargs like write_to_blob_storage. I'm guessing there is/was a reason, but I'm not sure what it is/was.

I think perhaps it was because I wasn't using write_to_local_storage yet and others were and I didn't want to mess them up
