Compilation count is inflated and is detecting more releases than it should #58

As noted by Java on our Discord:

For example, If I run deemon with allow_compilations set to false in the logs it will show maybe 50 or so releases that are skipped because of compilations. When that setting is set to true it wants to grab 3800 releases for some reason.

After further testing, this issue appears to be resolved in 2.9 Beta 5.
