Disble chat window for languages w/o auto translation #22

If no automatic translation is available for a language, the chat bot should be disabled. Alternatively: per language activation?

We can potentially solve this issue with a powerful enough LLM. As the messages should not be too long, this might be sufficient for most use cases.
