Support content creators to find already existing texts from other cities. This helps reducing the costs for translations, if they can take over content from other cities. This could be done on a per page, paragraph or sentence level.

Not sure, if common text similarity approaches are good enough.

if the only motivation for this is to reduce costs for translations, I would close this issue. Municipalities know the page suche.integreat-app.de and can check for already existing content there. I think it only works on word level, but that should be enough. What do you think?
