staffing update may fail in case of permutation #178

some staffing permutation may failed with integrity constraint temporary violation. Moreover, such errors are not properly displayed to user.

mariadb do not support deferred constraint (shame), so it can't be handled properly. An error message will be added to explain things. Fixed in 1940db0b52e0cc75b686f80ee684716d1de67ed2
