Color countries according to available data

Currently the map doesn't differ countries and the color is uniform. We should firstly highlight countries that contain any data, and perhaps additionally have a way to select which overlay to display depending on what data package you're interested in.

For example, selecting Targeted Threats, would show only the countries having records in that data package. Selecting Surveilance Vendors, would show only the countries having records in that data package. Etc.
