vertically center Help Menu icon #381

On small screens, the "Help & Feedback" text in the Help Menu isn't displayed, which changes the vertical positioning of the Help Menu's icon (the info circle).

The Help Menu icon should be vertically centered on small screens.

While we're at it, I think the icon can be enlarged on small screens as well, to make it a bigger touch target. 1.5em should be sufficient.

@dwhieb is this screenshot from mobile or just a small browser? I believe it might be a safari issue as well, even on large screens...

That screenshot's from mobile but the issue happens for me on desktop for any viewport smaller than the breakpoint too. Unfortunate about Safari though...

@vadekh Assigning this to you so you can double-check the Safari issue along with it.

NOTE: It seems like part of the issue here is that the summary content box has a different height on different browsers.
