Overview

Upgraded Ambassador Flux CD Helm release to v6.9.3.
Upgraded Nginx Flux CD Helm release to v4.0.13.
Upgraded Cert-Manager Flux CD Helm release to v1.6.1.
Upgraded Prometheus stack Flux CD Helm release to v30.0.1.
Upgraded Loki stack Flux CD Helm release to v2.5.1.
Upgraded Velero Flux CD Helm release to v2.27.3.
Upgraded Sealed Secrets Flux CD Helm release to v2.0.2.

Although not related to this PR, a few missing spots were fixed as well for the previous upgrades.
