I had to make script for installing Tomcat 8 so when I already did I'm sharing it here. I hope it will be helpful, if this project is still alive. :)
It is cloud-config type and is somewhat like tomcat7 for 14.04. There is no big changes, mostly I updated tomcat-users.xml to look like original one, and changed locations/packages
