Add Headlamp 1-Click for DOKS #514

Hey folks, I am one of the maintainers of Headlamp, a sandbox CNCF project. we are interested in adding Headlamp to DO marketplace. If it gets accepted I am happy to contribute and maintain it going forward.

Hey @yolossn please submit a PR with the Headlamp k8s helm charts, once merged you can submit the headlamp application through the Vendor Portal
