Enable failing staticchecks: SA4006 #1224

Some staticchecks checks are disabled. Please enable the failing check SA4006 and make the necessary changes to ensure staticchecks checks pass.

Steps:

  1. Remove SA4006 from https://github.com/digitalocean/terraform-provider-digitalocean/blob/6593bad18758574921e74670c9df08ca8e982566/.golangci.yml#L16
  2. Run make lint from the root directory of the repo to see the issues to fix
  3. Fix the issues to make make lint pass
