Multicontroller alert message problems

Describe the bug The multicontroller alert message seems NOT to appear in the Controller device that was connected first. Or it appears so much later that there is a big time gap for multicontrolling to happen. Especially when for example not grasping/reading the message and intuitively hitting "Ok", when entering as a second controller into the network.

Setup that was used

• Lamps: 1x4ft Voyager, 3x2ft Voyager
• OS: OSX, Windows, Android
• Router: Voyager Router AP_M

To Reproduce Steps to reproduce the behavior:

1. Connect Device1 to Voyager Router_M network
2. Open Voyager Controller App in Device1
3. Connect Device2 to Voyager Router_M network
4. Open Voyager Controller App in Device2
5. See multicontroller alert message on Device2
6. Now, NO alert message appears in Device1
7. Click "Ok" on the alert message in Device2
8. Now, still NO alert message in Device1
9. So, let´s multicontrol?

Expected behavior

• The multicontroller alert message would appear to both Devices simultaneously.
• Also, the alert message could appear again (many times if necessary) when "OK" is hit and multicontrolling still continues/happens...

Additional context Sometimes the message still appears on both Devices. Also, there have been some phantom devices in the network - no need, but the message appears...

It is now (on release v2.3.17) recognizable that

• The Multicontroller message appears on Device1(1st in network) only ONCE. On Device2(2nd in network) it mostly always appears (iOS has had problems)
• After first time hitting "Ok" (not closing the App) on Device1 and "Exit" on Device2 and re-opening the app on Device2 second time - the message does NOT appear on Device1 - only on Device2
• BUT when changing the device to Device3 - the multicontroller message appears again on Device1, but only once...
• This is the case on all platforms - being Device1

I am currently unable to replicate the phantom device issue, using Android 10.

Tested with v2.6.98/1.819 (only problems on OSX #529) , this issue could be considered as fixed.
