Describe the bug WiFi Identify blinks on lamps

Setup that was used

Lamps 2x4ft Voyager, 2x2ft Voyager
OS: iOS, OSX, Windows, Android
Router: Android
Versions: Lamp firmware=1.824, UI=2.7.9 also v2.7.11/1.824

To Reproduce Steps to reproduce the behavior:

Go to '...'
Click on '....'
Scroll down to '....'
See error

Fixed with v2.7.13/1.824
