Unauthorized users should be warned on route for publish agoragram #108

Currently, it is no problem for them to view the publish agoragram page. They should be informed / warned that they are not logged in and therefore unable to publish anything.

Error case: Someone clicks on a link to the page (/agora/publicera) and don't realize why they can't publish anything.

If one would use the exact component from the above this is between an easy and medium fix, leaning towards medium.
