Users can’t delete file from the media level? #28

Test functionality of https://www.drupal.org/project/media_file_delete to see if it meets our use case:

If all media that reference a file are deleted, then the file should be deleted. https://core.digital.utsc.utoronto.ca/admin/content/files <-- if a file doesn't appear in any places, is it deleted?
