What does this Pull Request do?

Adjusts load and add annotation buttons positions for consistency across user roles. Addresses issue #113.

Updates the position CSS for the load and add annotation buttons.

Verify that the buttons appear as expected and appear consistent using admin, authenticated, and anonymous roles.
