What does this Pull Request do?

This PR addresses this issue: https://github.com/digitalutsc/islandora_web_annotations/issues/161. We may still have to add check in the Controller for permissions.

Get the PR
Apply different combination of permissions for different user types
Those permissions should be respected in the UI (ex view only, edit/delete own, edit/delete any)
