It creates a default annotation collection and puts newly created annotations into that collection. Use is able to apply xacml policies to annotation as they would for other collections.

Disable Annotations
Uninstall Annotations
Get the branch
Enable Annotations
Verify that an annotations collection has been created
Create new annotations
Verify that the new annotations are placed in the collection
Apply required policies and ensure that annotation objects obey those policies
