Create initial CONTRIBUTING.md file #194

Create initial CONTRIBUTING.md file and update README.md to point to information on contributing.

We will probably want to use the similar file as that in the following pull-request for the Islandora Oral Histories Solution Pack https://github.com/digitalutsc/islandora_solution_pack_oralhistories/pull/56, provided it passes review.
