Enhancement: per-tracker properties #203

Maybe it'd be a nice feature to be able to automatically set certain
properties, such as upload/download limits, depending on the tracker a
torrent uses.

Possible use:
Have more upload bandwidth for closed trackers;
Only allow secure connections for public trackers;
Stop uploading when ratio is at a certain level;
.......

With TRD you can control the Transmission bittorrent client. This feature need 
to be 
implemented in Transmission.

I think charles never add this feature to Transmission. If no rpc support, TRD 
cannot do this things.
