PORTABLE build not using/remembering UI settings #273

What steps will reproduce the problem?
1. Build TRD to use settings.json (PORTABLE build)
2. Rearrange columns, export settings, restart

What is the expected output? What do you see instead?
All UI settings are ignored are startup.  Server settings are remembered 
and used, but UI settings (such as column order and width) are ignored.

Note that "settings.json" is being properly written with the UI changes.  
But it appears that TRD is ignoring those settings on startup.

What version of the products are you using?
OS: Windows 7
Transmission: 1.93
Remote: 3.22 (rev 619)

No, 261 is a T issue (I think).
This is fixed by r620.
